The Economy Evaluation of Rural Road Safety Improvements |

Road accident is a major problem in most countries. Across the world the fatality is approximately 1.3 million and injury and disability is about 50 million persons. In Thailand, the accident statistics show the same manner. The fatality is about 13,000 (20 fatality rate per 100,000 population). The Cabinet considers the current road accident is an important issue by launching a revolution of road accident policy setting “the Year 2011-2020 being a Decade of Action for Road Safety”. The cabinet policy temps to integrate all part of publics party to reduce the road accident rate to be less than 10 fatality rate per 100,000 population in year 2020. The Department Of Rural Roads is one of the public party who has a responsibility on providing a safe road infrastructure. They provide some budget to prevent and relieve road accident continuously. Two major activities includes safety supporting facility and improving or correcting the risk location. The provided budget for these is about 1,000 million Baht. However, statistically, the road accident still remains constantly without any significant reduction. Because the main causes of road accident is road users or drivers. To asses the economic of return on improvement road safety projects from using only statistic information is not suitable. Many countries proposed an Accident Reduction Factor (ARF) and applied it for evaluating the economic benefit of the similar improvement projects. There is no research for this method in Thailand cases. The objective of this paper is to study and review the ARF which applying in other countries. The paper then modified and calibrated them for the case of Thailand. The calibrated ARF will be applied to evaluate the economic of return for the projects of the Department Of Rural Roads whose budgets were spend during the year 2008-2012. The results show that, the projects are economically feasible with NPV of 7,970 million Baht and B/C Ration of 2.44
