ชื่อเรื่อง	การพัฒนารูปแบบการเสริมสร้างความเข้มแข็งของชุมชนในการป้องกันอุบัติเหตุทางถนน ตำบลบ้านเป็ด อำเภอเมือง จังหวัดขอนแก่น The Development of Community Strengthening Model to Prevent Road Traffic Accidents in Ban Ped Sub-district, Mueang District, Khon Kaen Province
บทคัดย่อ (ไทย)	การวิจัยเชิงปฏิบัติการแบบมีส่วนร่วมโดยใช้ชุมชนเป็นฐาน มีวัตถุประสงค์เพื่อ 1) ศึกษาสถานการณ์การเกิดอุบัติเหตุทางถนน 2) พัฒนารูปแบบการเสริมสร้างความเข้มแข็งของชุมชนในการป้องกันอุบัติเหตุทางถนน และ 3) ประเมินผลการดำเนินงานในการเสริมสร้างความเข้มแข็งของชุมชนในการป้องกันอุบัติเหตุทางถนน พื้นที่ชุมชนบ้านเป็ด 4 หมู่ ผู้ร่วมวิจัยได้แก่ ทีมขับเคลื่อน 60 คน ประกอบด้วย ผู้นำชุมชน อสม. ทั้ง 4 หมู่ และชมรมผู้สูงอายุ ตัวแทนจากเทศบาลตำบลบ้านเป็ด ตัวแทนจากรพ.สต.บ้านเป็ด ผู้บริหารโรงเรียนประถมศึกษาและมัธยมศึกษา และตำรวจจากสถานีตำรวจภูธรบ้านเป็ด และทีมปฏิบัติการ 64 คน ประกอบด้วย เด็กและเยาวชน ซึ่งเป็นนักเรียนระดับประถมศึกษา และมัธยมศึกษาจากโรงเรียนในพื้นที่ เครื่องมือวิจัยได้แก่ 1) แบบบันทึกการเกิดอุบัติเหตุ 2) แนวทางการสนทนากลุ่ม 3) แบบสอบถามความรู้ ทัศนคติ และพฤติกรรมในการขับขี่ โดยผ่านการตรวจสอบความตรงเชิงเนื้อหาจากผู้ทรงคุณวุฒิ จำนวน 3 ท่าน และความเชื่อมั่นของแบบสอบถามความรู้ ทัศนคติ และพฤติกรรมในการขับขี่เท่ากับ .70, .86 และ .76 ตามลำดับกระบวนการดำเนินการวิจัย ดำเนินการ 4 ขั้นตอน คือ 1) วิเคราะห์สถานการณ์ปัญหา 2) วางแผนในการป้องกันอุบัติเหตุทางถนน 3) ดำเนินงานและ 4) ประเมินผลการดำเนินงาน โดยทีมขับเคลื่อนมีส่วนร่วมทุกขั้นตอนวิเคราะห์ข้อมูลเชิงปริมาณด้วยสถิติเชิงพรรณนา และเชิงคุณภาพโดยใช้การวิเคราะห์เนื้อหา ผลการวิจัยพบว่า 1. สถานการณ์การเกิดอุบัติเหตุทางถนน เกิดจากรถจักรยานยนต์ ร้อยละ 79.59 อายุอยู่ในช่วง 10-29 ปี ร้อยละ 80.49 ไม่สวมหมวกนิรภัย ร้อยละ 82.8 ความรู้ในการขับขี่ อยู่ในระดับต่ำ ร้อยละ 96.9 ทัศนคติอยู่ในระดับต่ำ ร้อยละ 76.6 และพฤติกรรม อยู่ในระดับต่ำ ร้อยละ 50.0 2. รูปแบบการเสริมสร้างความเข้มแข็งของชุมชนในการป้องกันอุบัติเหตุทางถนน มี 5 องค์ประกอบคือ 1) การสร้างกลไกในการขับเคลื่อนการป้องกันอุบัติเหตุทางถนนในชุมชน 2) การพัฒนาระบบข้อมูลอุบัติเหตุในพื้นที่ 3) การประชุมจัดทำแผนการป้องกันอุบัติเหตุทางถนน 4) การพัฒนาศักยภาพในการป้องกันอุบัติเหตุทางถนน และ 5) การแจ้ง-เหตุหรือรายงานข่าวอุบัติเหตุทางถนนในพื้นที่ 3. การประเมินผลการดำเนินงาน พบว่า 1) ภายหลังเข้าร่วมโครงการ การสวมหมวกนิรภัยเพิ่มขึ้น เป็นร้อยละ 82.8 2) ความรู้ เพิ่มขึ้นจากระดับต่ำ เป็นระดับสูงร้อยละ 76.6 ทัศนคติ เพิ่มขึ้นจากระดับต่ำเป็นระดับสูงร้อยละ 82.2 และพฤติกรรมในการขับขี่เพื่อป้องกันอุบัติเหตุทางถนนเพิ่มขึ้น จากระดับต่ำ เป็นระดับปานกลางร้อยละ 54.7 และ 3) อัตราการเกิดอุบัติเหตุทางถนนลดลง จากร้อยละ 0.14 เป็น 0.03 จากผลศึกษาครั้งนี้ให้ข้อเสนอแนะว่า ควรขยายพื้นที่ในการป้องกันอุบัติเหตุทางถนนเป็นระดับตำบล [-]
บทคัดย่อ (อังกฤษ)	The objectives of this community-based participatory action research were 1) to study the situation of road accidents; 2) to develop a community strengthening model for the prevention of road accidents; and 3) to evaluate the results of the operation’s community strengthening to prevent road traffic accidents at Ban Ped Community (4 communities). The driving team consisted of 60 people, including the community leader, village health volunteers, Senior Club members, Local Authority Organization staff, Tambon Health Promoting Hospital staff, Elementary School and Secondary School staff and the police staff; the operating team consisted of 64 people, including children and youths from the elementary and secondary schools. The research tools included 1) a road accident record form; 2) group discussion guidelines; and 3) a questionnaire on knowledge, attitudes, and riding behavior. The tools’ content validity was checked by three experts and their reliabilities were .70, .86, and .76, respectively. The study was conducted in four steps, and the driving team participated in all of these steps: 1) analyzing the problem situation; 2) planning to prevent road accidents; 3) carrying out the operation; and 4) evaluating the operation. The quantitative data was analyzed using descriptive statistics, and the qualitative data was analyzed using content analysis. The research results were as follows: 1. According to the situation of road accidents, it was found that 79.59% of road accidents were caused by motorcycles. In addition, 80.49% of riders having road accidents were between 10-29 years, and 82.8% of them did not wear a helmet. Moreover, 96.9% of them had a low level of riding knowledge, while 76.6% had a low level of attitude, and 50.0% had a low level of riding behavior. 2. The community strengthening model for the prevention of road accidents consisted of 5 components: 1) Creating a mechanism to drive the prevention of road accidents in the community; 2) developing the accident information system; 3) meeting to prepare road accident prevention plans; 4) capacity-building to prevent road accidents; and 5) reporting or reporting on road accidents. 3. The results of the operation’s evaluation were as follows. After participating in the project, 1) helmet wearing increased to 82.8%; 2) knowledge increased from a low level to a high level (76.6%); attitude increased from a low level to a high level (82.2%); and riding behavior to prevent road accidents increased from a low level to a moderate level (54.7%); and 3) the rate of road accidents decreased from 0.14% to 0.03%. From the results of this study, it is recommended that this model should be expanded and applied to all communities in the sub-district. [-]
