บทคัดย่อ (ไทย)	วันที่ 15 พฤษภาคม 2562 ศปถ.อำเภอชุมแพ ได้รับแจ้งจากโรงพยาบาลชุมแพ ว่ามีรถตู้ชนกับรถพ่วง บนทางหลวงสาย 228 ชุมแพ-สีชมพู บริเวณแยกทางเข้าบ้านโสกก้อง จึงออกสอบสวนร่วมกับ สคร. 7 ขอนแก่น ในวันที่ 17-23 พฤษภาคม 2562 เพื่ออธิบายเหตุการณ์ ปัจจัยที่ส่งผลต่อการบาดเจ็บและเสียชีวิต และแนวทางในการป้องกันการเกิดอุบัติเหตุ ลดการบาดเจ็บและเสียชีวิต โดยรวบรวมข้อมูลเอกสารทางการแพทย์ สัมภาษณ์ผู้บาดเจ็บ ผู้ช่วยเหลือผู้บาดเจ็บ สำรวจสถานที่เกิดเหตุ ตรวจสภาพรถ วิเคราะห์ปัจจัยที่นำไปสู่การบาดเจ็บและเสียชีวิตด้วย Haddon Matrix Model ผลการสอบสวน พบว่า อุบัติเหตุเกิดเมื่อวันที่ 15 พฤษภาคม 2562 เวลา 05.30 น. โดยที่รถตู้วิ่งเข้าช่องทางเดินรถด้านขวาอย่างกะทันหันแล้วชนประสานงากับรถพ่วงที่วิ่งสวนมา มีผู้ประสบเหตุทั้งหมด 9 ราย เสียชีวิต 5 ราย บาดเจ็บ 3 ราย อีกหนึ่งรายไม่ได้รับบาดเจ็บ ผู้เสียชีวิตส่วนใหญ่นั่งฝั่งขวาของรถตู้ซึ่งเป็นฝั่งที่กระแทกกับรถพ่วงและเกิดการบาดเจ็บภายในช่องอก ผู้บาดเจ็บส่วนใหญ่มีภาวะกระดูกรยางค์หัก สาเหตุหลักของอุบัติเหตุสันนิษฐานว่าเกิดการหลับในของผู้ขับขี่รถตู้ เนื่องจากไม่พบหลักฐานรอยล้อจากการลดความเร็วหรือหักพวงมาลัยเพื่อหลีกเลี่ยงการชนของรถตู้ และในระหว่างเดินทางรถตู้มีลักษณะโยกซ้ายขวาหลายครั้ง ประกอบกับการดัดแปลงรถตู้และการไม่คาดเข็มขัดนิรภัยของผู้โดยสาร ทำให้เกิดการเสียชีวิตและบาดเจ็บรุนแรง ข้อเสนอแนะ คือ การสร้างความตระหนักร่วมกับใช้มาตรการด้านกฎหมายเพื่อความปลอดภัยของรถตู้โดยสาร เช่น การคาดเข็มขัดนิรภัย การตรวจประเมินรถที่มีการดัดแปลง การจำกัดเวลาของผู้ขับขี่ เป็นต้น ป้องกันการหลับในโดยใช้เส้นจราจรแบบสันนูนและการใช้เทคโนโลยียานยนต์ และการขยายถนนเพิ่มช่องจราจร [-]
บทคัดย่อ (อังกฤษ)	On 15th May 2019, the Operating Center for Road Safety of Chum Phae District was notified by Chum Phae Hospital that a van had crashed with a trailer on highway 228, Chum Phae - Si Chomphu, at the intersection to Sok Kong village. The investigation of the injury and death from the case was performed in cooperation with the Office of Disease Prevention and Control 7, Khon Kaen, to describe the event, analyze factors affecting injury and death, and make the suggestions to prevent accidents and reducing injuries and death. The data was collected from medical records, interviewing the injured, the staffs of rescue team, and analyzed the factors of injuries and deaths with the Haddon Matrix Model. The result found that the accident happened on 15th May 2019 at 05.30 AM while the van was running to the right lane and suddenly crashed with the trailer that was running in opposite direction, causing 5 deaths and 3 injuries from all 9 victims. Most of the dead were seated on the right side of the van, which was hit by the trailer, and died of chest injuries. Most of the injured had fractured extremities. Drowsy driving of the van driver was probable main cause of the accident since the absence of skid mark and yaw mark at the scene, and several time of side rocking along the trip of the van. Modification of the van with absence of seat belt fastening of the passengers increased severity of the injuries and leaded to death. Awareness on van safety with regulations on evaluation of vehicle modification, seat belt fastening, and time limitation of van driver, using profile marking, automotive technology, and lane expansion were suggested to prevent accident and reduce injury or risk of death.
