The objectives of this research were 1) to study the effectiveness of managing the Road Safety Fund of the Department of Land Transport, 2) to study the factors influencing the effectiveness of managing the Road Safety Fund of the Department of Land Transport, and 3) to present the effectiveness of managing the Road Safety Fund of the Department of Land Transport. This study used a qualitative research through in-depth interviews and focus group discussions with experts including 4 policy makers and policy implementers, 8 stakeholders and 6 qualified persons. The results of the research to answer the objectives 1 indicated as follows: the effectiveness of managing the Road Safety Fund of the Department of Land Transport found that the fund management was done by the fund committee and was related to the dynamic relationship between the goals of the fund, the executive committee, relevant laws and government policies. The measurement of success or achievement was related to the safety of the road using that was reduced from being able to solve the problem of accidents in concrete ways. From the measurement of each year in important festival period, the rate of accident had reduced but it was still considered as a major problem. Therefore, it can be seen that this was still a problem that the government has set as a national policy. The results of the research to answer the objective 2 found that the factors that resulted in the effectiveness of managing the Road Safety Fund of The Department of Land Transport consisted of 1) Quality Management System (PDCA) which would create the ability to manage road safety by having an effective governance system to ensure that all parties were confident that they would perform in accordance with the good corporate governance policy strictly, adhering to the right practice, defining guidelines to evaluate the performance systematically and evaluating the result regularly. 2) Public participation to raise the quality of car users to use the road, including from all sectors to work together, including policy, political, public and private sectors. 3) Strict enforcement of laws to improve the behavior of car users using the road to achieve goals and 4) Ability to organize the campaign to provide knowledge and understanding about traffic and safety. As for the research results to answer the objective 3, it was found that the effectiveness of managing the Road Safety Fund of the Department of Land Transport Must came from the shared responsibility of all parties and social discipline, establishing international safety standards to reduce the incidence of accidents according to the target, including the use of digital technology to manage the funds for the safety of using roads, and changing the organization of managing the Road Safety Fund, which would take into account important issues, including objectives and strategies, to obtain management guidelines that can create efficiency and effectiveness in the safety on the road. This will sustainably help to reduce the economic and social losses of the community and the nation in a future.
