การวิจัยนี้มีวัตถุประสงค์เพื่อพัฒนาระบบเฝ้าระวังป้องกันอุบัติเหตุจากการจราจรทางถนนด้วยแอปพลิเคชัน NST CCTV Alarm 4 U ศึกษาในพื้นที่เขตเทศบาลนครนครศรีธรรมราช อำเภอเมือง จังหวัดนครศรีธรรมราช ขั้นตอนการสร้างนวัตกรรม “แอปพลิเคชัน NST CCTV Alarm 4 U” ประกอบด้วย 1) Empathize: เข้าใจความต้องการ โดยการประยุกต์ใช้กรอบแนวคิด ทฤษฎี “CANVAS Model” และ “PERSONA” 2) Define: ประชุมกำหนดปัญหาร่วม และ 3) Ideate: โดยการประยุกต์ใช้กรอบแนวคิด ทฤษฎี “Storyboard” ผลการศึกษาพบว่านวัตกรรมนี้เป็นแอปพลิเคชันรายงานเหตุการณ์อุบัติเหตุทางถนนได้อย่างรวดเร็ว ผลการประเมินความพึงพอใจของผู้ใช้แอปพลิเคชัน พบว่า ผู้ใช้งานส่วนใหญ่มีความพึงพอใจต่อการใช้ในระดับมากที่สุด (ร้อยละ 95.38) ผลกระทบด้านการลดการบาดเจ็บและเสียชีวิตจากการบาดเจ็บจากการจราจรทางถนน พบผู้เสียชีวิตปีละ 9 ราย ซึ่งลดลงร้อยละ 62.5 ต่อปี และผู้บาดเจ็บเฉลี่ยเดือนละ 40 ราย ซึ่งลดลงร้อยละ 71.43 ต่อเดือน นวัตกรรมนี้สามารถขยายไปยังองค์กรปกครองส่วนท้องถิ่นที่มีความพร้อมในการใช้ประโยชน์จากกล้อง CCTV เพื่อเฝ้าระวังป้องกันการบาดเจ็บจากการจราจรทางถนนในพื้นที่อื่นๆ ต่อไป

This research aimed at developing the surveillance and prevention system of Road Traffic Injury through NST CCTV Alarm 4 U Application. The study area was Nakhon Si Thammarat city municipality, Muang district, Nakhon Si Thammarat province. The main steps of creating innovation of NST CCTV Alarm 4 U Application included 1) Empathize: understand the need by applying the theoretical concepts of “CANVAS Model” and “PERSONA” 2) Define: meeting to define common problems and 3) Ideate: write sketches and texts to guide multimedia workflows by using the theoretical concept of “Storyboard”. The study revealed that this innovation was a fast-acting local road accident reporting application. The results of the user satisfaction assessment of the application showed that the majority of users were satisfied with the use of the application at a very good level (95 %). The impact on reducing road accident problems in the study area found that after using this innovation in the area, the number of deaths has decreased to 9 per year, representing a reduction of 62.5% per year, and the average number of injuries is 140 per month to 40 per month, representing a decrease of 71.43 per month. This innovation can be extended to local government organizations that are ready to develop a model for utilizing CCTV cameras to monitor and prevent road accidents in urban areas or other risky areas.
